Viewing a portion of a custom map, scrolling it etc.

I would like to show to players a little section of a big map, centered on the player location. The player then can zoom it, scroll it, or click to a let's say a city to move there.

Is there any plugin/libray easy to integrate? maybe google maps?

Nothing that I know of. Really nothing... You would probably better of doing it yourself (I highly suggest the HTML5 canvas element, especially if you want zooming). It will take some time to build though.

$.mapbox and here is another one, Dragscrollable. I would use the latter, as the first one has too much useless stuff (like zoom) imho.
