Developer Needed for RPG game system

I am looking to pay a developer to make a game for me. More specifically I am thinking I would like to have the developer make a framework (admin control panel) which a person can easily enter in all the needed components of a role playing game. My goal is that once a basic foundation is created and tested, I want to release it as open source so that anyone can download the game/cms and begin making an rpg. I think paying for the initial basic design and then opening it up to volunteers as open source is a good starting point, as it might be difficult starting a project of the large scale I am thinking of right off, as usually volunteers must work on their own time.

Also, I am looking to implement a pay-as-you-go type of thing, where we break the project up into milestones or phases. Please let me know if you are interested.

Could you elaborate more on the type of game you want created, is it graphical, etc.

Initially, the only graphics I think I will use are icons for items and such. It will be mostly text-based. The idea I'm thinking is that it will predominantly revolved around using abilities and resources to obtain items. The items will be used then to obtain other items. More strategy than combat.  Although I may want to include a basic combat system later on.

I believe copy112/curtis have one already in progress.

I've been going through all the games there and the game engines all day and, well, none of those are what I'm looking for. This is why I think I need a programmer.
