I haven't really thought it through, for example you won't purchase units, but raid a city and obtain units or instead of fighting opponent you could choose to capture/steal some of his units ... better not just click but using some tactic

As for the time... players can be given reinforces from time to time and it would be upon them to use them well and not lose many (that's been probably used in some single-player games)
