There already is one ;)

I'm not sure if you have to enable it via your profile, but there is (at least for me) a quick reply box right here. You might have to expand the "Quick Reply"-Link

Yeah, I think you have to go to your profile options and check the quick reply button.
I wish there was a way to activate it globally for everybody but it seems to be a per-member setting.
