i might argue that you are better off setting up an environment on your own computer. I know theres a list of good ones on here somewhere, bu i dont remember where it is. if someone else knows, a link would be good :P

Try looking at XAMPP and WAMP Server though (the only 2 i can remember).

Hard to find? I believe pretty much every freehost has that, kinda no-brainer thing....just search for freehosts and you'll do fine

Or locally as Sagefire suggested

One good free host with PHP/MySQL is bytehost

If you want to set up your own LAMP environment (PHP, MySQL) you can download this thing called 'uniserver'....then when you install it, you just click a button to turn the sever on. Then you can test all of your php scrips and everything from your own computer

yeah that uniserver thing sounds good, except I can't find it in english I found it in german, and dutch...but maybe I'm just missing it. I also checked out ByteHost, but I think its down...sorry this is not my normal computer and it's so slow it's hard to do extensive research...

Which OS do you have? For Windows it's http://www.wampserver.com/en/ or http://www.apachefriends.org/en/xampp.html as Sagefire said
Other OS I don't know....but for "uniserver" google returned quite promising first link

If you can work with Rails, heroku.com is a cloud host and their introductory plan is 100%, works great for small sites (I'm hosting about a dozen (smallish) professional projects on them), completely removes sysadmin from your life, and gives you one-click deployment.
