How Should I Start? And is this a good Idea?

I have 2 ideas for BBG's. The first is all about spamming. You have to try and make money through spamming, advertising, using click-bots and affiliate marketing. But there will be other things to do such as hire hackers to sabotage other players mail servers, or players can gang up and out-advertise one specific player, so that they have severely reduced profits. Does this game sound like anything someone would want to play? It is just an early idea, and I haven't thought everything through yet.

The other idea I have for a game is set in 2025. After all the oil on earth ran out, companies have raised prices for products to an extortionally high prices, Governments are doing anything an everything to get hold of other countries oil reserves and the Internet has massive restrictions, no email or messages of any sort can be passed from one country to another, people in one country cannot see websites hosted in other countries. These restrictions have been placed by the government to try to stop people trading information. This is where you come in, you can team up, or fly solo, its up to you. You must do everything using your computer the fight back against the governement and greedy companies. You can cause blackouts, crash planes(ran on electricity of course!), poison water supplies, tamper with traffic lights, launch missiles and crash networks. The overall goal of the game is the force the Government and Companies into submission.

So How do these ideas sound?

I have coded with perl online before, but it was a long time ago and I need to remind myself on how it all works. I was hoping there would be a framework or a base model where I can have the basic stuff which I need (logins/databases) and I can work on the rest myself.

Is there anything Like that?

So far I've managed to get my registration script set up. Now I need to work on the login script. I doubt I will be able to create this game all by my self, so I would be grateful if anybody could offer any help :)

I still haven't thought through fully how this game will work, so any suggestions would also be appreciated :)

coding is easy
good ideas are valuable
good game mechanics are hard to get
:D

so planing should be like this:
1.) idea (basic idea, what you want in game, type of game, ...)
2.) game mechanics (how things work, logics, mathematics, eg. when A attacks B what is used to output winner...is this only if A army > B army -> A win? or is some more complex system)
3.) putting game mechanics into PHP -> coding (easy part if you have everything written somewhere)
