Just looking at the URLs of the pages tells me it's PHP and since the two most popular databases paired with software that didn't start off commercially are MySQL and Postgres, I'm going to guess that one of the two (probably MySQL) is powering the storage. Additionally I can guess that it's likely hosted on some form of Linux.

Is any of that really helpful to you? I'm going to guess that you would like to do a game and it is at least partially similar to stuff you see in that game. If so, you should probably take a look at some of the topics about getting started.

It should probably be pointed out that the url can be deceiving. I use URL rewriting and I can make index.kvm behave just like index.php or index.htm(l).

However, the url is usually correct.

I signed up to see what the game was like.  It looks like everything was done or at least could be done in php.  There is some javascript/ajax interspersed throughout to make the game interface more appealing with mouse over effects, pop up windows,timers that countdown without refreshing the page, etc...

I would recommend either buying a book about php and mysql or checking out some tutorial websites.  http://www.tizag.com and http://www.w3schools.com/ are both good.
