I would like to know if anyone knows about an artist or company that can design a layout and a town/representation like this:

and how much do you think it can costs.

Hard to tell with that reseolution, but I'm pretty sure the terrain and buildings were prerenderd in 3DSMax or Maya (especially trees, these were not hand made). Resources icons probably too. It could be also rip from a commercial PC game, althrough not any I could recognize. Hard to tell about the boxes and flag, could be in PSP.

You could split it into two: layout in PSP (those who make in PSP are familiar with layout and websites, so prices would be reasonable) and prerenderd 3D for terrain (those who make in 3D might sux at layouts but be good at buildings and terrain). The best would be to find some 3D artist from some 3DSMax forum (note that 3D atrists, even if worse, might charge more since they are not used to crappy costumers that want a layout for a website, they are more used to AAA titles :)).

If you go look for 3D artist do not forget to mention that you want: prerendered textured model (there are plenty who do lowpoly or only mesches without textures, you don't look for these).

At a quick glance it reminds me of Titans Quest map editor. Something that came free with the Titans Quest game.
Something I did to show small similarities. link

About the city, i think i have already a possible guy, but i need the structures images separated as they have to be built to exist in the city.

My problem i guess is more the layout.. I don't know anyone or any company that can design a layout like this for me.

Based upon your layout, it's entirely possible to do something like that. But you'd need to have the graphics already done, the bad side of this, is that it's going to be a really long job to do. I know that it's possible, but it's just going to be a semi-hard thing to do. If you're allowed to use javascript and jquery to do the client side animations and other such things via an ajax type of thing, then you could do it. It'd work just fine, the only downside is that doing such a thing would take someone a long time.

As stated, this will take a long to do right, and I don't know how long you have to do it. And since I don't know how much money you were planning on paying the person, it might be more than you were expecting.  This is because you're basically doing a full game UI in JavaScript/CSS/HTML/Ajax with php probably on the backend, along with mysql.

If you're not using canvas for your drawing, you could align the items inside of the dom(it'd not be perfect), but it'd still work ok for _most_ people. Those who are using ie6 and also using really old computers will probably have troubles rendering it all properly. The longest part is going to be writing all of those CSS rules, it'd be really simple to do something like that in flash, but since flash is a big no no for getting a ton of users if you're already not using it. You'd have to do it with css/html.

The cost of it, will probably be pretty high though, since as stated, the time to create the layout is going to be at least a hundred hours(once you have the graphics all done) to have all of the animation behaviors done/an api to create new ones easily.  If you used jquery/jqueryui's things, you could probably do it a lot easier and thus it'd not be as complex. But it'd still be a huge thing to download, with a lot of time involved for frontend development.

It'd be an amazing UI, the only downside is how complex it is. If you're able to find someone who's not already working on a project, and has the ability to work with you. I'd love to see it coming to fruition, I know, that I cannot personally do it(due to being already deeply entrenched in my own UI behaviors), nor do I know any designers.  Good luck with getting it to go though, it'd be an amazing UI for users to see and use.
